I look at politicians travelling in large cars, with people around them, and wonder: do they not feel the same bumps that we do?
That is the joke in this short video. I am talking about road covers that do not sit level with the road and imagining a campaign promise to sort them out. The thought that such a promise could win an election is a punchline, not a prediction based on a poll.
Underneath it is a serious frustration. We can talk about the future of the country for hours while stepping around something that should already work.
A small defect is still part of public service
An uneven cover does not need a grand speech. It needs someone to establish what is wrong, who is responsible, and how to put it right. The useful question is whether the problem gets resolved, not how impressive the announcement sounds.
The video does not identify a particular road, contractor or repair bill. It cannot establish why a cover is uneven or who caused it. I would want an inspection before assigning that blame. But wanting ordinary infrastructure to work is a reasonable standard on its own.
Which institution should answer?
Kosovo’s Law No. 08/L-275 on Roads gives this basic division in Article 4:[1]
| Road category | Responsible institution |
|---|---|
| Motorways, national, regional and connecting roads | Ministry responsible for infrastructure |
| Local roads | Municipality |
A road being inside a town does not, by itself, tell us its official category. Before sending a specific report, confirm which category and authority apply. This table is a starting point for that question, not a finding about any cover in my video.
Make the complaint answerable
My practical reporting note would be short: the road name, exact position, what is visibly wrong, and the date. A photograph taken from a safe position can make the location clearer. Then ask the responsible institution what action is planned and how to follow the response.
This is an editorial suggestion for a useful report, not a formal legal complaint template. It also gives us a fair way to judge the outcome: return to the same location and check the work, instead of counting the announcements.
I made a related point in the video about solving Kosovo’s problems together. Public life gets more concrete when a complaint can become a specific task.
I can laugh about the politician’s car. What I actually want is a road where the joke stops being relevant.
